Argues that the growing trend toward tough penalties in corrections is not the solution to juvenile violence. Rather, policy addressing increased violence should take account of research that suggests a focus on the home & community. Children are forced to become independent & competitive too soon. Instead, emphasis should be placed on the process, not the product. It is necessary to support mentoring programs; community schools with facilities available after hours; family preservation programs; individual & family counseling services; substance abuse counseling & treatment; & continuing education programs. Also important is interagency cooperation rather than competition. IN's Division of Juvenile Services is discussed in this light. 16 References. Adapted from the source document.
